The link at the bottom of this page leads to an analysis of the Recreation and Park Department's non-resident fee proposal. The original plan was drawn from a study commmissioned by the S.F. Botanical Society to justify a fee and compiled by Dean Runyon Associates. Their report shows the following:

- The fee proposal will cut visitation to the garden by half.
- The plan will lead to losses if residents are not charged a fee.

By honoring the strong outcry from the community and rejecting the resident fee, the Supervisors last year put the RPD in a position to 'play' with the numbers in the Dean Runyon report to show a profitable scenario. They pumped-up the fee structure without changing any of the other assumptions in the plan - like lowering visitation in response to the higher fees. At best this is sloppy work, at worst it is misleading the public and the Supervisors into approving a plan that will force a resident fee upon the public - despite the community's strong wishes against it.
